第一步:簽協(xié)議

Step 1: Sign the agreement

新注冊企業(yè)持營業(yè)執(zhí)照到北京市社會保險16家(北京銀行、中國銀行、工商銀行、建設(shè)銀行、農(nóng)業(yè)銀行、交通銀行、郵儲銀行、農(nóng)商銀行、中信銀行、光大銀行、興業(yè)銀行、廣發(fā)銀行、民生銀行、招商銀行、浦發(fā)銀行、華夏銀行)合作銀行以統(tǒng)一社會信用代碼簽訂銀行繳費協(xié)議。

A newly registered enterprise can sign a premium payment agreement with 16 banking partners of the Beijing Administrative Center for Social Insurance Fund (Bank of Beijing, Bank of China, Industrial and Commercial Bank of China, China Construction Bank, Agricultural Bank of China, Bank of Communications, Postal Savings Bank of China, Beijing Rural Commercial Bank, China CITIC Bank, China Everbright Bank, Industrial Bank, China GF Bank, China Minsheng Bank, China Merchants Bank, Shanghai Pudong Development Bank and Huaxia Bank) based on the unified social credit code indicated in the business license.

新注冊企業(yè)如有特殊情況無法在16家合作銀行簽訂銀行繳費協(xié)議的,可采用“社保繳費”方式,與開戶銀行簽訂《同城特約委托收款付款授權(quán)書》,繳納社會保險費。與“銀行繳費”方式相比,“社保繳費”周期長、效率低、次數(shù)少、網(wǎng)點少,易產(chǎn)生滯納金,無法進(jìn)行線上繳費。

If the newly registered enterprise cannot sign the premium payment agreement with the aforesaid 16 banking partners, it can adopt the “Social Insurance Payment” mode and sign the Letter of Authorization for Ad Hoc Intercity Collection/Payment with its account bank to pay the social insurance premium. Compared to the “bank payment” mode, the “Social Insurance Payment” mode has the disadvantages of low time, low efficiency, small counter of payment, small number of outlets, easy incurrence of late fee and inability to make online payment.

第二步:錄信息

Step 2: Enter information

方法一:通過網(wǎng)上服務(wù)平臺申報(推薦)

Method 1: Apply through the online service platform (recommended)

新注冊企業(yè)每月5-25日可登錄北京市社會保險網(wǎng)上服務(wù)平臺,進(jìn)入“新參保單位網(wǎng)上登記”,選擇初次登陸,在工商局注冊信息基礎(chǔ)上,補充相關(guān)信息,錄入完成后保存、提交,打印《北京市社會保險單位信息登記表》。

方法二:通過企業(yè)版軟件申報

新注冊企業(yè)可在“社保網(wǎng)上平臺”通過“下載專區(qū)”─“程序下載”─“五險合一采集軟件下載”下載“北京市社會保險信息系統(tǒng)企業(yè)管理子系統(tǒng)(普通單位版)”及最新程序補丁(以下簡稱“社保企業(yè)版”),點擊“單位預(yù)登記”進(jìn)入“單位信息錄入”模塊錄入單位信息。點擊“單位預(yù)登記”進(jìn)入“單位信息查詢”模塊生成單位登記數(shù)據(jù)報盤文件,將以上兩個數(shù)據(jù)文件保存到移動存儲介質(zhì)并提交后,打印《北京市社會保險單位信息登記表》。

第三步:去核驗

新注冊企業(yè)在北京市法人一證通授權(quán)服務(wù)網(wǎng)點辦理北京市法人一證通后,持營業(yè)執(zhí)照、《北京市社會保險單位信息登記表》(2份)、《北京市社會保險費銀行繳費協(xié)議》(2份)、與銀行簽訂的繳費協(xié)議原件及復(fù)印件一份,紙質(zhì)材料都要加蓋單位公章,到注冊地社會保險經(jīng)辦機構(gòu)辦理社會保險登記手續(xù),并開通網(wǎng)上申報服務(wù)。

途徑一、通過北京市社會保險網(wǎng)上服務(wù)平臺辦理(推薦)

Channel 1: Register through the online service platform of Beijing social insurance (recommended)

1、單位每月5-22日登陸北京市社會保險網(wǎng)上服務(wù)平臺, 通過“申報業(yè)務(wù)”中的“新參保人員登記申報”模塊,錄入職工信息并上傳電子照片后保存提交。

1. On the 5th day to the 22th day of every month, an institution can log on the online service platform of Beijing social insurance open the “New Participant Registration Application” module under the “Application Service” manual, enter the employee information, upload the electronic photo, and then save and submit the information.

2、單位通過“查詢管理”中的“申報信息狀態(tài)查詢”模塊查詢職工醫(yī)療及其他四險信息是否導(dǎo)入成功。

溫馨提示: “一次都不用跑的情形”:單位招用的是在京已參保職工,即可按上述流程直接辦理,不需要再到經(jīng)辦機構(gòu)前臺提交核驗。

途徑二、通過“五險合一采集軟件”申報辦理

1、單位登陸北京市社會保險網(wǎng)上服務(wù)平臺, 下載并安裝“北京市社會保險信息系統(tǒng)企業(yè)管理子系統(tǒng)(普通單位版)”及最新程序補丁。

1. The institution logs on the online service platform of Beijing social insurance, and downloads and installs the Enterprise Management Subsystem of “Beijing Social Insurance Information System (Common Institution Version)” and the latest patch.

2、單位通過“個人信息錄入”模塊錄入職工個人信息并上傳參保職工的電子照片。

一、多渠道繳費方式

I. Diverse channels of payment

1、選擇批量扣款方式的,需要用人單位到開戶銀行簽訂繳費協(xié)議,開戶銀行每月定期自動扣款;

1. If an institution selects the batch collection mode, it must sign a payment agreement with the account bank, and the bank will execute automatic collection regularly every month;

2、選擇柜面繳費的,可于每月5日至月末倒數(shù)第二個自然日(節(jié)假日除外)到所選銀行對公窗口繳費;

3、選擇網(wǎng)銀繳費的,可通過北京市社會保險網(wǎng)上服務(wù)平臺“單位當(dāng)月應(yīng)繳月報查詢”,點擊合作銀行的鏈接,轉(zhuǎn)到網(wǎng)銀繳費界面完成繳費。

二、全線上繳費特點

1、縮短繳費時間,提高繳費效率:采用銀行繳費方式,減少了數(shù)據(jù)交換的中間環(huán)節(jié),將社保費的收取周期從15-20天縮至2天。

1. Shorten the payment time and increase the payment efficiency: The adoption of bank payment saves the intermediate process of data exchange and slashes the collection period of social insurance premium from 15-20 days to 2 days.

2、增加扣款次數(shù),確保繳費成功:如果參保單位采用批量扣款方式,扣款期內(nèi)可以多次扣劃,除此之外用人單位也可以及時去開戶銀行繳費,增加了參保單位繳費成功率,避免產(chǎn)生滯納金。

2. Increase the counter of collection and ensure successful payment: If an institution selects the batch collection mode, the bank can collect the premium several times during the collection period. Moreover, the institution can go to the bank in time to pay the premium, which will increase the success rate of premium payment and avoid the late fee.

3、增加繳費網(wǎng)點,降低辦事成本:繳費網(wǎng)點由原來的17家社保經(jīng)辦機構(gòu),擴大到16家銀行所屬的千余家對公業(yè)務(wù)網(wǎng)點,參保單位可自由選擇繳費網(wǎng)點和時間,在繳款期內(nèi)到開戶銀行辦理繳費或直接通過網(wǎng)銀繳費,減少了往返與等候時間,降低用人單位辦事成本。

3. Enlarge the outlets of premium payment and reduce the transaction cost: The mode has enlarged formerly 17 social insurance handling institutions to more than 1,000 corporate banking outlets under 16 banks, and the institution can select the payment outlet and time at its own discretion, complete the payment with the account bank or directly pay the premium over the online banking platform during the payment period, thereby reducing the travel and waiting time as well as the transaction cost.

三、繳費銀行可選范圍廣

III. Broad scope of collecting banks available

用人單位可以通過北京市社會保險基金管理中心合作的北京銀行、工商銀行、建設(shè)銀行、郵儲銀行、農(nóng)業(yè)銀行、北京農(nóng)商銀行、中信銀行、光大銀行、廣發(fā)銀行、交通銀行、民生銀行、招商銀行、中國銀行、興業(yè)銀行、浦發(fā)銀行、華夏銀行這16家銀行繳納社會保險費,實現(xiàn)社會保險費的銀行繳費。

An institution can pay the social insurance premium through 16 banking partners of the Beijing Administrative Center for Social Insurance Fund and realize the premium payment through banking channels. 四、也可選擇“社保繳費”模式

如果用人單位選擇了十六家之外的銀行開戶,為保障可以順利繳納社會保險費,也可與開戶銀行簽訂《同城特約委托收款付款授權(quán)書》,采用“社保繳費”方式繳納社會保險費。

If the institution selects to open an account other than the aforesaid 16 banks, it can also sign the Letter of Authorization for Ad Hoc Intercity Collection/Payment and pay the social insurance premium through the “Social Insurance Payment” mode to assure smooth payment of the social insurance premium.

“社保繳費”的缺點:

Disadvantages of the “Social Insurance Payment” mode:

1、繳費周期長:社保經(jīng)辦機構(gòu)打印紙質(zhì)同城特約委托收款單據(jù)交給承辦銀行,銀行之間再通過紙質(zhì)單據(jù)交換。

1. Long payment period: The social insurance handling institution prints the paper copy of the ad hoc intercity collection voucher and delivers it to the handling bank, and the bank will exchange the paper document with another bank.

2、只能收一次:如果采用社保繳費方式,繳費周期長,每月只能托收一次,影響到繳費成功率。

3、繳費效率低:本市17家社保經(jīng)辦機構(gòu),每月需辦理20多萬次繳費手續(xù),用人單位排長隊,往返多次的現(xiàn)象經(jīng)常出現(xiàn)。另外,如果繳費時間拖延到下月1日,還會產(chǎn)生滯納金。
